With Fallout 76 Bethesda wants to try to shape a different game experience compared to the previous chapters of the series, putting aside the use alone to give priority to multiplayer.
Game director Todd Howard did not hide the development difficulties, to the point that he declared that Fallout 76 will not be perfect at launch, but it will take time (and audience feedback) to be refined.

As explained by Pete Hines, during a recent interview with Gamereactor, the factions they will work in an original way. "You do not need to create factions, you will do it," Hines said. "If you want to be a Minutemen, then you can be a Minutemen and recruit other people like Minutemen, working to turn the world around to help people and find settlements that need support."
"If you want to be a trader, if you plan to travel the map or want to build an outpost where people can come and go, and sell things, you should do it.You do not need these systems to be built by us.Just the game will put you in a position to do these things, so you can become whoever you want. "
